The Comfor Management Services Ltd. (CMSL) 2009/2010 annual report was included in the Village of 亚洲天堂 Lake agenda for review last week.
Council did not discuss the report other than to provide a motion to receive the information.
In a letter written by mayor Bernice Magee, attached to the front of the report and addressed to 'all the residents of the Lakes District' she reports a consolidated loss of $123,000 for the companies in the CMSL group.
"CMSL and its subsidiaries are important players in our local economy providing much needed employment, contracting opportunities and a variety of other valuable community services," mayor Magee wrote.
She went on to say that during the past decade companies in the CMSL group have generated more than $100 million of economic activity in the Lakes District and created more than 500,000 man hours of employment.
"2009/2010 was another challenging year for companies in the CMSL group. Demand for some of the companies primary products remained low," she wrote.
"While [the loss] is certainly disappointing, it bears noting that the performance of your community owned corporation was better in 2009/2010 and 2010/2011 is looking even more promising."
She went on to say that the past several months have brought about significant changes to CMSL. "In October, after consulting with local First Nations and other stakeholders the Corporation of the Village of 亚洲天堂 Lake took steps to simplify the structure and approve public accountability. The 10 seats on CMSL's board were reduced to six and the appointment mechanism was simplified," mayor Magee wrote. "For the time being, the community's seats will be filled by three members of the village council, but this may be revisited sometime during the new year."
She added, "Village council believes the alterations were necessary and will ultimately make the Lakes District's community owned corporation more streamlined and effective."
In a message from CMSL president Quentin Beach, also included in the report he wrote, "Although the corporate group's financial performance in 2010/2011 was disappointing, the companies continue to be a tremendous asset to our area." He went on to say that a total of 35 local families benefit from employment in CMSL companies.
The report also states that the salvage of beetle killed pine continues to be a priority for the 亚洲天堂 Lake Community Forest (BLComfor).
During 2009/2010, 200,000 cubic metres of timber was harvested.
The report states that the majority of this timber was delivered to local mills including Sheraton Holdings Ltd.
During spring 2010, 1.4 million seedlings were planted which comprising of 50 per cent pine, grown from locally picked seed and 50 per cent genetically improved spruce. BLComfor also established larch and douglas fir trials.
A total of $145,160.66 in stumpage was remitted to the Crown and the report states that adequate silviculture reserves have been maintained to cover BLComfor's silviculture obligations.
The 2009/2010 annual report also included a consolidated balance sheet which reported [as at May 31 of 2010] that CMSL's current assets for 2010 are $3,278,893.
The balance sheet shows the consolidated loss of $123,000 despite savings in a number of areas including administrative expenses and directors fees.
Administrative fees for 2010 were reported as $421,850, which is down from the 2009 amount of $593,707.
During 2010 directors fees were $19,426i in total, down from the 2009 figure of $67,284.
During 2010 a total of $278,702 in proceeds was also gained from the disposal of equipment.
Harvesting and processing costs were $5,124,728.
