The Enbridge pipeline would see an annual property tax amount of more than $1.3 million fill the Regional District of Bulkley Nechako (RDBN) coffers.
The amount was disclosed in a memo written by Hans Berndorff, financial administrator for the Regional District of Bulkley Nechako and presented to the RDBN board of directors recently.
According to Berndorff, should the twin pipeline system running from Alberta to a proposed new marine terminal in Kitimat get the go ahead the RDBN would gain $1,378,647 annually in property taxes from the multi billion dollar project.
The Stuart Nechako Regional Hospital District would also benefit from an annual tax revenue stream that would amount to more than $370,000.
"For linear assets like pipelines the assessed value is determined by provincial regulation at a specific rate per kilometre, depending on the pipes diameter. As the proposed Enbridge pipeline is a twin line with both a 36 inch oil pipeline and a 20 inch condensate pipeline, the assessed value is a combination of the two rates," Berndorff explained.
As to whether any municipalities would receive a portion of the funding if the pipeline goes ahead, Berndorff said to Lakes District 亚洲天堂 that it is too soon to comment.
"Since this would be several years in the future, it is impossible to predict how a future RDBN Board would use the additional fiscal capacity," he said.
The taxes would be paid directly to the RDBN and up to the discretion of the board as to how the funds are used.
The taxes that would potentially be received by the Stuart Nechako Regional Hospital District would benefit hospitals in 亚洲天堂 Lake, Vanderhoof and Fort St. James, the Fraser Lake Diagnostic and Treatment Centre and the Granisle Health Centre as well as the Pines and Stuart Nechako Manor in Vanderhoof.
Berndorff said that Southside Health and Wellness Centre at Grassy Plains is federally funded, not funded by the Stuart Nechako Regional Hospital District.
Enbridge representatives were also in 亚洲天堂 Lake recently for a discussion with local government representatives from both the village and the RDBN.
According to the Village of 亚洲天堂 Lake regular meeting of council agenda, Enbridge representatives Michele Perret senior manager of community relations, Shane Kelly, senior geo-technical engineer, and Kevin Brown sat down with mayor Bernice Magee, Coun. John Illes and Regional District of Bulkley Nechako RDBN chair Lance Hamblin and RDBN's area B director Bill Miller to discuss the proposed twin pipeline project.
According to discussion notes, mayor Magee expressed an interest in holding a community forum in 亚洲天堂 Lake to distribute information about the pipeline.
She also said she would like to see more opportunity made for public engagement.
Enbridge officials said they would like to bring a speaker to 亚洲天堂 Lake and hold an open house with the 亚洲天堂 Lake and District Chamber of Commerce.
The group also discussed community advisory board meetings. There are five community advisory boards across the proposed pipeline route and the meetings are open to the public.
Hamblin said he would like the format of the meetings change so that it would be easier for those who opposed to project to attend the meetings.
Miller said he felt the community advisory board meetings would also be more effective if they were further removed from Enbridge, to mitigate the perception that the meetings are an Enbridge driven process.
Kelly gave an update on the geo-technical process that has been ongoing since 2004.
He said if the pipeline is approved there will be significant additional and geo-technical and environmental work to be done.
