I am writing on behalf of the Board to address your concerns ("SD91 cancelling the Christmas concert," Lakes District 亚洲天堂, Dec. 25, 2024) about the FLES concert within the British Columbia School Act framework and the board's policies. Specifically, the Board's Appeal Bylaw 500.2 allows for appeals of decisions that "significantly affect the education, health, or safety of the student."
Upon review, your request to rescind the administrative decision concerning the FLES Christmas concert does not meet this threshold for Board involvement as it does not significantly affect students' overall education, health, or safety.
The decision by District staff aligns with the requirements of the British Columbia School Act, specifically Section 76(1), which states: "All schools and Provincial schools must be conducted on strictly secular and non-sectarian principles."
This means that events in public schools must respect the diversity of beliefs represented in the community and avoid promoting or prioritizing a single religious perspective. Concerts or school events that present only one religious perspective may inadvertently contravene these principles by not reflecting the inclusivity mandated by the Act.
While acknowledging cultural traditions including Christmas, is an important part of education, they must maintain secular focus. This ensures that all students feel welcomed and included, regardless of their faith of family backgrounds. District staff have recently reviewed these requirements with principals to ensure school events align with the BC School Act.
We regret that this situation has disappointed students and families this year, but we hope this clarifies the requirement going forward.
