The Regional District of Bulkley Nechako (RDBN) may consider issuing a Temporary Use Permit (TUP) to allow the short-term rental of a house located at 1675 Gowan Road property for up to three years.
The property is located at 1675 Gowan Road in 亚洲天堂 Lake, accessible through Boer Mountain Road. Part of the Rod Reid Trail passes through it, and it is legally described as District Lot No. 2503.
The property is owned by the Village of 亚洲天堂 Lake, and they want to list the single-family dwelling on Airbnb as a short-term economic development initiative until more concrete outdoor recreational plans develop.
This was the former George and Bernice Magee residence until it was purchased by the Village of 亚洲天堂 Lake for $900,000 earlier this year.
The maximum number of occupants would be 12 persons with double occupancy in each bedroom and double occupancy on two double sofa beds in common living areas.
The property has a barn, a decommissioned tennis court, and an approximately 2,430 ft2 house with four bedrooms and three bathrooms.
The single-family dwelling is accessed by an approximately 220-metre driveway and has paved parking for at least five vehicles.
Bed and breakfast, the most similar use to Airbnb in the zoning bylaw, would require six parking spaces for this property, as the owners would occupy the dwelling, which would not be the case for this property.
The applicant anticipates advertising weekly stays but has yet to finalize those details.
RDBN noted that Airbnb allows stays ranging from one night to a couple of months, with most platform users advertising stays ranging from two to 28 nights.
The applicant stated that in addition to using the property for temporary accommodations/short-term rental, the Village of 亚洲天堂 Lake may use the property for park uses, which are permitted in all zones.
According to the report, RDBN has no property or building permit records for this subject property, and the closest residence to this single-family dwelling is almost 400 meters away.
The applicant requests a TUP to allow the operation of temporary accommodations/short-term rental on the subject property.
Temporary Use Permit allows a property to be used for three years, not permitted by zoning bylaws. If the TUP expires, the applicant can request a maximum renewal of three additional years.
The purpose of the TUP is to allow the operation of short-term rental/temporary accommodations in a single-family dwelling on the subject property.
The subject property is 62.73 hectares and is zoned as Large Holdings Zone (H2), which does not permit the operation of short-term rentals or temporary accommodations. Therefore, a TUP is required.
